Coal tar is a hazardous substance, and its presence significantly affects how reclaimed asphalt can be handled, reused, or disposed of. The ADEPT standard supports a consistent, evidence-based process for highway authorities and contractors.

  • To determine whether reclaimed asphalt contains coal tar and, if so, at what concentration.

  • To classify the material correctly for reuse, recycling, or disposal.

  • To support compliance with environmental legislation and duty of care obligations.

Testing Approach

Coal tar identification under ADEPT typically follows a tiered methodology:

  • 1. Historical and Visual Assessment

    • Review of construction records, age of pavement, and known use of tar-bound materials.

    • Visual inspection for indicators such as:

      • Strong tar odour

      • Dark, brittle binder

      • Presence of large aggregate coated in hard, glossy binder

    This stage is indicative only and cannot confirm coal tar content.

    2. On-Site Screening Tests

    • Use of portable screening methods such as:

      • P.A.K. marker spray (detects polycyclic aromatic hydrocarbons)

      • UV fluorescence

    These methods provide rapid screening but are not definitive.

  • 3. Laboratory Chemical Analysis (Required for Confirmation)

    ADEPT requires laboratory testing to confirm coal tar presence. Typical analyses include:

    • PAH (Polycyclic Aromatic Hydrocarbon) profiling, including the 16 EPA PAHs

    • Benzo(a)pyrene concentration, used as a key indicator

    • GC–MS (Gas Chromatography–Mass Spectrometry) for accurate quantification

    Results are compared against ADEPT threshold values to classify the material.
