HMRC LOI Fines Testing Across England, Scotland & Wales

HMRC introduced the Loss on Ignition (LOI) test to help ensure waste operators correctly classify fines (small waste particles) for landfill tax purposes. The test helps prevent misdescription of waste and supports application of the correct landfill tax rate.

HMRC LOI testing is carried out to:

  • Support correct classification of waste fines for landfill tax purposes

  • Help ensure the correct landfill tax rate is applied

When LOI Testing Applies

  • Applies to waste fines produced from mechanical waste treatment processes

  • Determines whether fines qualify for the lower landfill tax rate

  • Fines with ≤10% organic content qualify for the lower rate; fines with >10% are taxed at the standard rate

Sampling Requirements

HMRC requires strict sampling rules to help ensure representativeness:

  • At least 6 sub-samples must be taken at random

  • Sub-samples are thoroughly mixed to create a 1 kg composite sample

  • Samples must represent the entire waste load being disposed of

  • Laboratories must follow HMRC’s prescribed methodology (routine LOI methods are not acceptable)

Laboratory Testing Procedure

The HMRC LOI test follows a defined sequence:

  • 1. Air drying

    • The 1 kg sample is dried at 30–50°C until constant weight

    2. Particle Size Separation

    • Material >20 mm and qualifying under Group 1 or 2 categories is removed

  • 3. Sub-sample Preparation

    • A 200 g sub-sample is created and ground to ≤2 mm to help ensure homogeneity

    4. Ignition Stage

    • A 20 g portion is dried at 180°C, then ignited at 440°C (as per Notice LFT1) to measure organic content by weight loss
